I'd imagine once they get to the point of proper staffing (they were way under in 2022) hiring will settle around that amount. But in the one doc (space a and aa20) that talks about priority codes, it only list "AA pilot traveling in A1/A3" as priority 0 (above all other codes with CK as 1).
